The role of planning department is to plan the overall layout of the district, upgrading of shanty areas to modern standards, set up of township boundaries, come up with standard building plans which have to be adopted by everyone building, land distribution, processing of title deeds, HIV/AIDS, gender and human rights sensitisation, and community development activities. Through the section of public health, ensure a clean, healthy and green environment.

The role of this department is to facilitate engineering services such as; feeder roads, borehole drilling, inspection of buildings, scrutinizing building plans to make sure it’s the required standard, providing burial site, fire brigade services, maintenance of plant and machinery,

The Department consists of the Council Secretary who is the Chief Executive Officer, Internal Auditors, Procurement and Public Relations officer.

The District Health Officer is responsible for overseeing the effective implementation of national health programs, enforcing various health acts and rules, conducting disease surveillance, promoting community participation and information/education activities, coordinating with various stakeholders, monitoring health facilities, handling administrative and financial management, and ensuring the overall goals of the district health system are achieved.

Responsible for the development and management of fisheries and livestock subsector. The following are the specific responsibilities: policy and legal development, promotion of production and productivity, animal health, research and development, agribusiness and export, extension and advisory services, vocation, technical, and life learning skills development.

The Department is responsible for provision of extension, advisory and technical services to farmers on various aspects of crop production, irrigation development, agricultural mechanisation and land husbandry. The Department provides a key interface with the farmers through the extension staff who are present at district and community levels (agricultural blocks and camps).
